H.R. 3012 – Fairness for High-Skilled Immigrants Act of 2011 passed the House on 11/29/11. The bill now moves to the Senate. If it passes, it will gradually remove country caps on Employment-based Green Card quotas (currently at 7%). Removal of the country cap will lower US Green card wait times for backlogged countries like India, China, Mexico, and others. Furthermore, the bill aims to increase the family based green card quota from 7% to 15%.
