As reported by the American Immigration Lawyers Association, DOS informed AILA that it has moved its Foreign Affairs Manual to a new website, and has reorganized 9 FAM into six sections. The new 9 FAM currently indicates the previous location of the FAM section, though it is anticipated that these references will disappear in the future. While the website is up and available for review, DOS notified AILA that there are still technical issues with the site, and AILA anticipates that it may be some time before the site is fully functional.

DOS released the Visa Bulletin for December 2015, including the availability of immigrant numbers for “Application Final Action Dates” and “Dates for Filing Applications.” There was no forward movement in the “dates for filing” for any of the employment-based or family-based categories. There was forward movement in the “final action dates” for the employment-based, second preference category for India, which advanced to June 1, 2007. In addition, the employment-based, third preference category for China advanced to April 15, 2012.
